At the present time, Shia Islamic fundamentalists (Iran, Hezbollah) have seized control of the CBRNE WMD Stockpiles via joint command of the Syrian military complex.  The intelligence community is now focused on how far both chemical and biological weapons have been transferred across the globe via Hezbollah (National Counterterrorism Center). -- Syria - Global Terrorist Threat Level: HRI:H-II OPSEC, 31 August 2013.

If a rogue country is in possession of weapons of mass destruction, and the intelligence community has sufficient information that an imminent threat exists for a terrorist attack, does the United Nations and Security Council possess the capacity to prevent the incursion via preemptive action?

In the context of international law, Jayantha Dhanapala, Under-Secretary-General for Disarmament Affairs, United Nations, articulates:

"Perhaps the weakest area of the rule of law now concerns the issue of enforcement. It is a truism that international law lacks the police functions that are found in domestic legal systems -- it is instead a system that still relies largely upon self-help when it comes to enforcement. The ability of the UN Security Council to perform its enforcement responsibilities under the Charter is limited by its need to operate in consensus and by its practical inability to order enforcement actions -- especially involving the use of military force -- against one of its permanent members." --  Weapons of Mass Destruction, Nonproliferation and International Security: Stephen M. Apatow, Humanitarian Resource Institute Legal Resource Center, October 2002.

Administration officials said Friday that U.S. intelligence detected activity at known Syrian chemical weapons sites before Wednesday's possible chemical weapons attack that killed at least 1,000 people, CBS News national security correspondent David Martin reports. -- U.S. detected activity at Syria chemical weapons sites before attack: CBS News,  23 August 2013.

In Paris, a spokesman for the Free Syrian Army said the rebels believed government forces had fired 29 missiles from three military bases in the Damascus area, striking many targets in the suburbs.

Not all of the missiles appeared to have carried chemical warheads, the FSA spokesman said, but those that did were suspected to have contained sarin, a Russian-made nerve agent called SC3 and liquid ammonia supplied by Iran.  -- Nerve agent rockets seen behind Syria strike: experts: Reuters, 24 August 2013.

SAMS Video Report: Chemical Attack in Damascus - 21 August 2013
Syrian American Medical Society (SAMS)

Posted to Syrian American Medical Society (SAMS) Facebook page:  21 August 2013.

Over 1100 killed in the chemical weapon attack this morning in Damascus suburbs

One of the worst attacks in the recent history
50% of victims are children and women
Numbers of victims are increasing
Field hospitals exhausted all available oxygen and needed medications
Whole families suffocated and died at their homes

Vetted: SAMS has established direct relationships with USAID and US policy makers at the highest level in order to expedite and increase the US humanitarian aid to Syrians inside and outside Syria. SAMS was instrumental in passing Temporary Protected Status, TPS, to Syrian na- tionals in the US as many were unable to return to Syria safely. Because of SAMS' advocacy in collaborations of other Arab and Syrian American nationals are staying legally in the US.
